Preheat your oven to 350°F (175°C) and grease a 9x13-inch baking dish with non-stick cooking spray.
Heat the olive oil in a large skillet over medium heat. Add the chopped onion and diced bell pepper, sautéing for 5-7 minutes until the vegetables are softened.
In a large mixing bowl, whisk together the eggs, heavy cream, garlic powder, salt, and black pepper until the mixture is smooth and uniformly yellow.
Spread the cooked sausage, sautéed vegetables, and 1 cup of the shredded cheddar cheese evenly across the bottom of the prepared baking dish. Pour the egg mixture over the top.
Gently tap the baking dish on the counter to release any air bubbles, then sprinkle the remaining 1/2 cup of cheese over the top.
Bake for 35-40 minutes, or until the edges are golden brown and the center is completely set and doesn't jiggle when you shake the pan.
Let the bake rest for 10 minutes before slicing into squares and serving.
